Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report released ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
